A repeated requests and appeals by UWH and by Harari public for HSCF executive to attend the Inter-Afocha-HSCF meeting in DC encountered deaf ears by HSCF executives. We also hoped and waited for HSCF executives to change their mind and attend the meeting to preserve our unity and celebrate the 10th HSCS under one banner (HSCF), but they chose to celebrate by themselves. Their newly formed organization HSCF II, has also distributed flyers that clearly stated their position. Their contract with the Harari public and HSCF ended the moment they released their new by-law and established their own private organization.

In July of 96, (2nd Harari event in Toronto), the Atlanta interest group drafted a by-law and invited fellow Hararis from Toronto, Dallas, DC, and Los Angeles to participate in the establishment of an organization on a federal system basis. The Harari Sports and Cultural Federation, better known as HSCF was established under the premise of equal shared power of the participating communities. The convention in Toronto also entrusted Atlanta to elect the executive committee of the Federation, with its Headquarter in Atlanta. It was with state of mind and intentions to reach out that we coined all inclusive and friendly avenue so that old friends, school buddies, family members, old neighbors, singles who are dispersed all over the world could rejoice reunion.

As we have stated in our 2004 communiqu?, the current executive committee of HSCF was elected by the interest group (founding fathers of HSCF) who were entrusted to lead HSCF according to its by-law and the subsequent rules and regulations of the organization. However, recently the executive committee violated the trust of the Harari public and went against the wishes and trust of their fellow Atlanta interest group clandestinely. They repealed the original by-laws of the federation without any due process and drafted a constitution that dissolves the Federal status of the chapter members claiming it to be a private organization. In privatizing the HSCF, they denied the vast majority of Harari communities in North America their right to elect their respective representatives, eroding its accountability and transparency. They crowned themselves as the ultimate decision makers for HSCF regardless of what the majority of Harari public thinks. By ordering chapter cities what to do and where to go, consultation and understanding was thrown out of the window and nepotism became the name of the game that ultimately lead to a lot of grudge and resentment among the Harari public.

As founders of the Federation, we the Atlanta interest group are forced to take yet another action similar to what we did in the 2004 event, and fully support UWH in the upcoming 10th HSCS event. Insha-Allah we will all meet in Washington DC for the June meeting called by UWH to further our discussion and resolve the issues at hand. Hence, we invite every community to send its representatives to unite and work for the common goal. Together we can find a common solution and resolve our difference and save our Federation from the verge of collapse.

We all have worked so hard and came thus far and the three Washington area Afochas should be commended for uniting to host the event under one banner. Our intent is just and simple; we all want to keep and cherish our HSCF. We all wish for a united Harari under one umbrella, one cause, one location, and one event. As such, we all share the same dream of equity and equality, with the right of electing our leaders who have integrity and are accountable to their community.

Finally, we would like to use this opportunity to express our gratitude to the Harari public for participating and supporting previous tournaments. With out your support none of these tournaments would have been possible. Please keep your support so our cause will continues to blossom for years to come.
